Comprehensive Hierarchy and Local Self-Government Framework
1. Gramasabha (Ward Assembly)
Foundation of Local Democracy
- Comprises all registered voters within a specific ward.
- Must convene at least 4 times a year to ensure transparency.
- Empowered to discuss development schemes and select beneficiaries.
2. Grama Panchayat Wards
Constituencies for Public Representation
- Every panchayat is divided into 13 to 23 wards based on population.
- One ward member is directly elected by the public from each ward.
- 50% of the total elected seats are reserved for women.
3. Governing Body
President & Vice-President Leadership
- President: Political and administrative head elected by ward members.
- Vice-President: Manages duties and acts in the absence of the President.

Panchayat Secretary & Staff Administration
- The Secretary is the official head and Chief Executive Officer appointed by the State.

- Framework: Established via the 73rd Constitutional Amendment of 1992.
- Operates under the Kerala Panchayat Raj Act, 1994, ensuring decentralized governance.
